The Department of Engineering is under the direction of the County Engineer. The department consists of Civil CADD (Computer Aided Design & Drafting), Construction, Engineering, Flood Control District, and Right-of-Way.

The basic responsibilities of the County Engineer are expressed in A.R.S. §11-562 as follows:

The County Engineer shall be custodian of the records and property of the County relating to surveying, engineering and road construction.

Except where highways are being constructed under the direction of a highway commission, the County Engineer shall, under the direction of the Board of Supervisors, have charge of all highways, other engineering construction and improvement, alterations and repairs to County property and shall make surveys, maps, plans, and specifications required by the Board of Supervisors.

This department is responsible for the planning, design and construction of the Yuma County Highway System. This system includes all public road surfaces, bridges, drainage structures, and related supporting highway physical structures. Funding for this department is derived from revenues from the Highway Users’ Revenue Fund (HURF) which also funds the Public Works Department. The primary revenue sources for the HURF fund are the Motor Vehicle Fuel Tax, the Vehicle License Tax, the User Fuel Tax and other user fees.

The Engineering Department also provides support for other County Department sponsored Capital Improvement Plan Projects (i.e. Juvenile Detention, Adult Probation, Sheriff’s Office and Health Department).

  • Bridges and Culverts inspection program includes 90 bridges and 30 culverts in the County.
  • Prepare annual budget for the Department of Engineering
  • Prepare the HURF Capital Improvement Plan
  • Bridge and road rehabilitation
  • Prepare road system inventories
  • Prepare highway needs studies
  • Prepare engineering plans for roadway construction and improvements
  • Administer engineering contracts from consultants performing design on behalf of the County
  • Review and approve subdivision plans for street design and compliance with subdivision regulations
  • Prepare all concept design reports and engineering data to secure Federal and State Aid for road, bridge and railroad crossings
  • Prepare five-year County Capital Improvement Plan
  • Provide project administration and inspection on all County highway construction improvements, including subdivision and bridge construction
  • Investigate complaints received from the public on roadway deficiencies of encroachments
  • Review and approve utility company's requests to install improvements within the road right-of-ways
  • Approve access and construction of improvements within roadways
  • Acquire new or additional right-of-way for improvement projects
  • Participate within the Yuma Metropolitan Planning Organization for regional transportation planning and coordination with other public agencies within Yuma County
