HISTORY OF PROBATION

The history of probation in the United States is closely associated with John Augustus, who is widely recognized as the “Father of Probation.”

In the mid-19th century, Augustus, a Boston shoemaker and philanthropist, began an innovative practice of assisting individuals charged with minor offenses. In 1841, he persuaded a judge in Boston to release a man convicted of public intoxication into his custody, promising that the individual would return to court in improved condition. Augustus provided guidance, support, and supervision—an approach that proved successful when the man returned rehabilitated. Encouraged by this outcome, Augustus continued this practice over the next 18 years, supervising nearly 2,000 offenders.

Today, probation remains a critical component of the criminal justice system, balancing public safety with rehabilitation—principles that trace directly back to John Augustus’s early work.

PROBATION IN YUMA COUNTY

Yuma County Adult Probation operates as a division of the Superior Court and functions under the oversight of the Administrative Office of the Courts. The department’s primary responsibility is the supervision of adult offenders, with an emphasis on promoting public safety, ensuring compliance with judicial orders, and facilitating rehabilitation through structured probation programs.

In fulfilling its mission, Yuma County Adult Probation collaborates with a broad network of community partners and allied agencies throughout Yuma County. These partnerships are essential in providing offenders with access to resources, services, and support systems that encourage successful reintegration.

Through a balanced approach that emphasizes accountability, evidence-based practices, and rehabilitative opportunities, the department is committed to assisting probationers in becoming productive, law-abiding members of the community following sentencing.

Yuma County Adult Probation is situated on Main Street, in close proximity to numerous historic landmarks that reflect the rich and multifaceted history of the region. The surrounding area offers enduring evidence of early settlers and Indigenous cultures, as well as significant remnants of the mining era, early military presence, and notable engineering accomplishments, including the Ocean-to-Ocean Bridge, which established a vital connection between Arizona and California.

As a division of the Superior Court, the department is appropriately located within an area deeply rooted in the development of the local justice system. Nearby historic institutions include the Yuma Territorial Prison, established in 1876, and the Historic Yuma County Courthouse, constructed in 1928. Both sites stand as enduring representations of the evolution of judicial and correctional practices in the region.

The current location of the probation office is also historically significant, as it was once the site of the Historic Hanging Tree. Although the tree was removed due to safety concerns following the onset of disease, its historical importance remains an integral part of the site’s legacy.
