Yuma County is accepting arguments for and against Proposition 435, a proposed permanent base adjustment to the state-mandated Annual Expenditure Limitation, through Friday, July 10.

Qualifying arguments would appear in the publicity pamphlet mailed to households with registered voters before the Nov. 3, 2026, General Election. The pamphlet will provide information on measures appearing on the ballot, including Proposition 435.

Proposition 435 asks voters whether to permanently increase Yuma County's expenditure base by $6.2 million, beginning in fiscal year 2027-28.

The Annual Expenditure Limitation is an Arizona constitutional spending limit on how much counties, cities and towns may legally spend each year. It restricts spending authority, not revenue collection. Proposition 435 is not a tax increase and would not create new fees or generate new revenue. It would change the legal spending limit calculation used for Yuma County.

The expenditure limit formula is based on spending levels from fiscal year 1979-80 and is adjusted annually for population growth and inflation. Yuma County has not asked voters to adjust its expenditure base since the limit was imposed.

If approved by voters, the permanent base adjustment would update the starting point used in the state formula to calculate Yuma County's future annual expenditure limits. Yuma County would continue to adopt a balanced budget each year through the public budgeting process, with annual approval by the Board of Supervisors.

Arguments for or against Proposition 435 must be filed with Yuma County by 5 p.m. Friday, July 10. Arguments may not exceed 300 words.

• Relevant title or affiliation.
• Mailing address and phone number.

The mailing address and phone number are required for filing purposes and will not be printed in the publicity pamphlet. The submitter's name, city or town and state of residence may appear in the pamphlet.

If an argument is sponsored by an organization, it must be signed by two executive officers of the organization. If an argument is submitted by a political committee, it must be signed by the committee's chair or treasurer.
