CALL TO ORDER -- REGULAR SESSION

EXECUTIVE SESSION ITEMS:

Action to authorize an Executive Session of the Board of Supervisors pursuant to Arizona Revised Statute §38-431.03. 

Motion to recess the Regular Session portion of the agenda, convene in Executive Session pursuant to Arizona Revised Statute §38-431.03 to address the item(s) listed in the Executive Session portion of the agenda, and reconvene in Regular Session immediately after the Executive Session concludes.

1.        County Administrator: Discussion and consideration of the County Administrator’s annual performance review. (This matter will be discussed in Executive Session pursuant to Arizona Revised Statute §38-431.03[A][1].) [This item is continued from April 2, 2018.]   NO ACTION

REGULAR SESSION ITEMS:

PLEDGE OF ALLEGIANCE

CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date. 

PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

1.        Presentation of "The County Line" by Yuma 77, the Yuma County Government Channel.  NO ACTION

2.        Presentation by Sgt. Eric Egan, President/Fraternal Order of Police Yuma Lodge, regarding the Fallen Officer Monument Project.  NO ACTION

3.        Public Health Services District: Presentation of Environmental Health Division functions and services.  NO ACTION

CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action. 

1.        Assessor: Approve Tax Roll Corrections as listed in batch dated April 16, 2018, pursuant to ARS Title 42, Chapter 16, Article VI.  (A full listing of all corrections is available from the Clerk of the Board of Supervisors.)  APPROVED AS PRESENTED

2.        Finance: Approve the Accounts Payable Demands disbursed in the amount of $4,542,250.19 and Payroll in the amount of  $1,561,470.21 during the period of March 08, 2018 through March 22, 2018. (A detailed listing is available for review in the Office of the Clerk of the Board of Supervisors.)  APPROVED AS PRESENTED

3.        Clerk of the Board:  Approve the minutes for the April 2, 2018 Regular Session.  APPROVED AS PRESENTED

4.        County Administration/Elections: Approve a correction to the expiration of the terms of office for the following precinct committeemen: Cheryl Silhan Precinct 38, Democratic; Michele "Gina" Watts Precinct 1, Democratic; Frederic B. Brown Precinct 5, Democratic; Susan M. Israels Precinct 40, Democratic; Doug Jennings Precinct 13, Democratic; Thomas C. Ramus Precinct 24, Republican; Jason R Bradley Precinct 10, Democratic; & Rina Wojcik Precinct 12, Democratic. Terms will expire on October 1, 2018.   APPROVED AS PRESENTED

5.        Sheriff's Office: Award the Full Body Security Scanner System and Service contract for the Yuma County Detention Center to KPrime Technologies at the listed price of $105,298.00 subject to legal review and effective
May 1, 2018.  Funding is currently available through the Arizona Department of Public Safety Immigration Fund.  APPROVED AS PRESENTED

6.        Public Health Services District: Authorize District Director to sign Contract  No. ADHS18-193952 for the Ryan White Part B HIV Care and Services between the Arizona Department of Health Services and the Yuma County Public Health Services District, effective April 1, 2018 through March 31, 2023.  APPROVED AS PRESENTED

7.        Public Health Services District: Authorize the District Director to sign the Letter of Appointment and Acceptance of Appointment between the Yuma County Public Health Services District and Rural/Metro Ambulance - Yuma for the issuance of open burning permits and enforcement, to expire on Aprill 16, 2028.   APPROVED AS PRESENTED

8.        Development Services/Flood Control District: Appoint Mr. Kenneth Baughman to the Yuma County Flood Control Advisory Board At-Large Member/City Resident position for the term ending on August 20, 2021.   APPROVED AS PRESENTED

9.        Development Services/Planning & Zoning: Craig R. Colvin, agent for Estrella Units 3 & 4 LLC., requests approval of the final plat for Estrella at Mesa Del Sol Unit 4 subdivision consisting of 143 residential lots on 41.51 acres zoned Medium Density Residential (R-2), Assessor's Parcel No. 700-08-001, located on the southwest corner of the intersection of Camino del Sol and County 10th Street.  NO ACTION

10.      Superior Court/Juvenile:  Adopt Budget Amendment Resolution No. 18-125, increasing budget authority by $56,615 in the Juvenile Detention Education Fund and increasing contingency by $29,531.  APPROVED AS PRESENTED

11.      Superior Court/Adult Probation: Adopt Budget Amendment Resolution No. 18-119, increasing budget authority in the State Aid Enhancement Fund (SAE) by $40,491, decreasing salaries and ERE's by $28,835, and increasing contingency by $69,326.  APPROVED AS PRESENTED

12.      Superior Court/Adult Probation: Adopt Budget Amendment Resolution No. 18-120, increasing budget authority by $19,791 in the Judicial Collection Enhancement Fund (JCEF IPS/SAE), decreasing salaries and ERE's by $25,271 and increasing contingency by $45,062. APPROVED AS PRESENTED

13.      Superior Court/Adult Probation:  Adopt Budget Amendment Resolution No. 18-121, decreasing budget authority in Intensive Probation Services (IPS) by $47,000, reflecting a decrease in salaries and ERE's by $201,764 and increasing Contingency by $154,764. APPROVED AS PRESENTED

14.      Superior Court/Adult Probation: Adopt Budget Amendment Resolution No. 18-122 Increasing budget authority by $1,000 in the Community Punishment Program  Fund (CPP), Increasing salaries and ERE's by $212 and increasing supplies and services by $788.   APPROVED AS PRESENTED

15.      Superior Court/Adult Probation: Adopt Budget Amendment Resolution No. 17-88, increasing budget authority by $5,000 in the Drug Treatment Education Fund (DTEF). APPROVED AS PRESENTED

16.      Superior Court/Adult Probation: Adopt Budget Amendment Resolution  No. 18-124, increasing budget authority by $17,900 in the Adult Drug Court Grant (DC).  APPROVED AS PRESENTED

17.      Financial Services: Adopt Resolution No. 2018-12, updating the Yuma County Comprehensive Purchasing Policy's Exhibit A of the County's list of approved Yuma County State or Similar Contractors by the addition of National IPA and removal of The Cooperative Purchasing Network (TCPN) as an approved resource for the acquisition of services for Yuma County. APPROVED AS PRESENTED

18.      County Attorney: Authorize the Chairman to sign an Intergovernmental Agreement Cooperative Purchasing Group between Yuma County and Yavapai County to gain access to and take advantage of the Strategic Alliance for Volume Expenditures.  APPROVED AS PRESENTED

DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate. 

1.        Human Resources: Approve amendments to Personnel Rule 101 Definitions and 104 D. Americans with Disabilities Act Amendment of 2008 (ADAAA) and Reasonable Accommodations. APPROVED AS PRESENTED

2.        Public Health Services District: a) Conduct a public hearing to receive comments on the proposed revision to Resolution No. 10-32 Rabies Licensing, Board and Impound Fees Schedule for the Yuma County Public Health Services District; and b) Action to adopt Resolution No. 2018-10 Rabies Licensing, Board and Impound Fees Schedule for the Yuma County Public Health Services District, effective immediately.  APPROVED AS PRESENTED

3.        County Administrator/General Services: Update and discussion/possible action regarding testing and interim improvements at 197 South Main Street.  NO ACTION

PLANNING & ZONING AGENDA: Full legal descriptions of property sites for all Rezoning Cases are available for public review at the Yuma County Board of Supervisors' Office.

REZONING -- REVERSION HEARINGS: In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, the Board will conduct a hearing to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former zoning classification in the following cases:

1.        Development Services/Planning & Zoning Division: Rezoning Case  No. 05-52:  In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, action to grant an extension of time to comply with the Schedule for Development or cause the property to revert to its former RA-40 zoning classification, Assessor's Parcel No. 202-05-04, located on the northwest corner of Avenue 36E and County 11th Street, Wellton, Arizona.  REVERT TO PREVIOUS ZONING DESIG.

2.        Development Services/Planning & Zoning Division: Rezoning Case  No. 05-61:  In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, action to grant an extension of time to comply with the Schedule for Development or cause the property to revert to its former RA-10 zoning classification, Assessor's Parcel No. 198-12-003, located on the northwest corner of Avenue 16E and Interstate 8, Yuma, Arizona.  REVERT TO PREVIOUS ZONING DESIG.

3.        Development Services/Planning & Zoning Division: Rezoning Case No. 05-79: In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, action to grant an extension of time to comply with the Schedule for Development or cause the property to revert to its former RA-40 zoning classification, Assessor's Parcel No. 195-12-012, located on the southeast corner of Avenue D and County 11-1/2 Street, Yuma, Arizona.  REVERT TO PREVIOUS ZONING DESIG.

EVENTS CALENDAR/CURRENT EVENTS: 

1.        Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate. No legal action will be taken, pursuant to A.R.S. §38-431.02(K).  NO ACTION
