                                        Pursuant to Arizona Revised Statutes §38-431, et. seq. 
                                      and amendments thereto, 
                                               A REGULAR SESSION of the

CALL TO ORDER

PLEDGE OF ALLEGIANCE

CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date. 

PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

1.        Presentation of "The County Line" by Yuma 77, the Yuma County Government Channel. No Action

CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action. 

1.        Assessor: Approve Tax Roll Corrections as listed in batch dated December 4, 2017, pursuant to ARS Title 42, Chapter 16, Article VI.  (A full listing of all corrections is available from the Clerk of the Board of Supervisors.)  Approved as presented

2.        Financial Services:  Approve the Accounts Payable Demands disbursed in the amount of $3,279,138.29 and Payroll in the amount of $1,510,396.25 during the period of October 25, 2017 through November 08, 2017.  (A detailed listing is available for review in the Office of the Clerk of the Board of Supervisors.).   Approved as presented

3.        Clerk of the Board: Approve the minutes for November 20, 2017 Regular and Work Sessions.  Approved as presented

4.        Public Health Services District: a) Adopt Budget Amendment Resolution No. 18-82, increasing the budget authority by $44,973.00 for the Healthy People Healthy Communities Grant No. ADHS16-102202; and b) Authorize the District Director to sign Amendment No. 5 to Contract No. ADHS16-102202 for the Healthy People Healthy Communities Grant, effective July 1, 2017 through June 30, 2018.  Approved as presented

5.        General Services: Award a contract for the Fire Alarm Replacement Project for the Public Health Facility to ECD  Systems in the amount of $75,266.50, and authorize the General Services Director to execute the contract.  Approved as presented

6.        General Services: a) Authorize the HVAC Controls System Upgrade project for the Public Health Facility be awarded in the amount of $156,883.00, and; 
b) Authorize the General Services Director to enter into a contract with Integrated Control Systems in the amount of $156,883.00, for this project.    Approved as presented

7.        Development Services/Engineering: Adopt Resolution No. 17-37, establishing a 25 mile per hour speed limit on 38th Street between Bonnie Avenue and Foothills Boulevard.  Approved as presented

8.        Public Works: a) Award the Landscaping Services Contract Bid No. LS-2018-2020-CY.04 to JSA Company - 4233 E. 30th Place - Yuma, Arizona, 85365, for the calendar years 2018 through 2020 at the price specified in their bid submittal, and; b) Authorize the Director of Public Works to execute all agreements and financial documents, as needed, to expedite the contracting process, contingent upon review of legal counsel.  Approved as presented

9.        Public Works:  a) Award the Solid Waste Disposal Services East County Bid No. SWEC-2018-2022.CY.03 to Copper Mountain Landfill, Inc., for calendar years 2018 through 2022 at a cost of $31.68 per ton, and; b) Authorize the Public Works Director to execute all agreements and financial documents, as needed, to expedite the contracting process, contingent upon review by legal counsel.  Approved as presented

10.      Public Works:  a) Award the Solid Waste Disposal Services West County Bid No. SWWC2018-2022.CY.03 to South Yuma County Landfill, Inc., for calendar years 2018 through 2022 at a cost of $25.00 per ton, and; b) Authorize the Public Works Director to execute all agreements and financial documents, as needed, to expedite the contracting process, contingent upon review by legal counsel.  Other (See minutes)

DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.

1.        County Administration:  Discuss and provide direction on the proposed questions for the Yuma County 2018 Resident Survey.  No Action

 PLANNING & ZONING AGENDA: Full legal descriptions of property sites for all Rezoning Cases are available for public review at the Yuma County Board of Supervisors' Office.

REZONING -- REVERSION HEARINGS: In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, the Board will conduct a hearing to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former zoning classification in the following cases:

1.        Development Services/Planning & Zoning Division. Rezoning Case No. 05-33: In accordance with the Yuma County Zoning Ordinance, Section 404.01(I)(7), action to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former Rural Area-10 acre minimum (RA-10) zoning classification, Assessor's Parcel Numbers  748-36-016, -017, -018 and 
-019, 748-44-033, -034, -035 and -036, located on Sierra Sands Drive near County 15th Street, Yuma, Arizona.  Other (See minutes)

2.        Development Services/Planning & Zoning Division. Rezoning Case No. 06-53: In accordance with the Yuma County Zoning Ordinance, Section 404.01(I)(7), action to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former Rural Area-40 acre minimum (RA-40) zoning classification, Assessor's Parcel Number 188-20-002 (previously 202-14-002), located at the northwest corner of Highway 80 and the alignment of Avenue 47¾ E, Tacna, Arizona.  Approved PZ Staff Recommendation

3.        Development Services/Planning & Zoning Division. Rezoning Case No. 07-19: In accordance with the Yuma County Zoning Ordinance, Section 404.01(I)(7), action to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former Rural Area-10 acre minimum (RA-10) zoning classification, Assessor's Parcel Number 754-35-013. (previously 101-18-061) located at 17295 South Avenue B½, Yuma, Arizona.     Approved PZ Staff Recommendation

EVENTS CALENDAR/CURRENT EVENTS:

1.    
Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate. No legal action will be taken, pursuant to A.R.S. §38-431.02(K).   No Action

 WORK SESSION DISCUSSION AND ACTION ITEM: The Board will discuss and may take action on the following item(s) as appropriate:

1.     Health District:  Presentation and discussion on proposed changes to the Environmental Health Fee Schedule.  No Action

 Action to adjourn.
